Starting July 1, 2025, all property advertisements in Abu Dhabi require a valid permit to be listed online. For most of the city, this is the Madhmoun permit, managed by the Abu Dhabi Real Estate Centre (ADREC). Meanwhile, properties in the Abu Dhabi Global Market (ADGM) financial free zone follow their own permit system via AccessRP. Both systems aim to increase transparency, protect buyers, and regulate the real estate market.
Madhmoun Permit System (Abu Dhabi Main Areas)
The Madhmoun system is a digital permit process that verifies property listings before they go online. Managed through the DARI portal, every listing for sale or rent must be checked and approved.
How it works:

- Broker Licensing: Only licensed brokers and companies registered with ADREC can apply.

The ADGM zone has its own rules. It includes Al Maryah Island and, since 2023, Al Reem Island. Properties here require permits through the AccessRP platform, which also verifies listings against the central Madhmoun system for accuracy.
Fees (as of March 2025):
- Rent: AED 50–115 + 5% VAT depending on duration
- Sale: AED 125–250 + 5% VAT depending on duration
- Developer/project permit: AED 25,000 + 5% VAT for 3 months
Additional transaction fees:
- Tenancy contract registration: 5% authority fee for contracts ≤25 years
- Property valuation certificate: AED 1,092 (including VAT)
- Property transfer: 2% of the property value
